Panel wipe or isopropyl alcohol should remove it.
If you have a dremel or a drill you can use a rubber wheel which will remove the adhesive and not damage the paint.

The one to the right, deployable steps sounds feasible as the range rover came with these, which i promptly removed.

It is to enable the deployable side steps to be locked in the stowed position.
