It needs to be enabled in the cars CCF file. If you have a GAP IID you can do that yourself, not sure what other platforms are suitable to do so.

Unless the signalling on MS CAN is different, I can't see why not - I suppose it's possible that the dock isn't getting the 'ignition on' message, that would prevent it working.
