No, that's incorrect.
The support "washer" should be on the body side. Paul,

So I’ve refitted mine as follows: from tailgate out - fibre washer, spacer washer, rotating collar with black washers, bolt. However, if the bolt is more than hand tight it all binds and the collar no longer rotates. Something missing? 2011MY 4.4TDV8 Autobiography Baltic Blue

RR2B : The spacer collar should have a shoulder that the rotating collar rotates around & protrudes above the rotating collar so the bolt head bottoms out on the spacer NOT the rotating collar.
if the spacer doesn't protrude enough, maybe the part isn't to spec. or has perhaps been crushed by overtightening.
Do both of the black plastic Washers sit flush with the rotating collar ?
They should be a "top hat" shape to act as a low friction surface between the internal diameter of the rotating collar & the outside diameter of the spacer and axially between the spacer & rotating collar & rotating collar and bolt head underside Paul,

I must be missing something - the bolt head tightens on the top hat washer which is not recessed. Once it is tightened there is no free rotation of the collar. Parts in order of assembly and assembled as per photos. This seemingly quick simple job is turning out to be very frustrating!

Are the straps genuine land rover?
If yes, I don't understand why they're different to mine - which are pretty loose fit.
It wouldn't surprise me if aftermarket manufacturers didn't understand how they should work & therefore don't copy the correct dimensions / features. Paul,
