RR2B : The spacer collar should have a shoulder that the rotating collar rotates around & protrudes above the rotating collar so the bolt head bottoms out on the spacer NOT the rotating collar.

I must be missing something - the bolt head tightens on the top hat washer which is not recessed. Once it is tightened there is no free rotation of the collar. Parts in order of assembly and assembled as per photos. This seemingly quick simple job is turning out to be very frustrating!

They were on the car when I bought it, I suspect after market as must be out of spec. I’ll live with the lack of rotation for the time being. 2011MY 4.4TDV8 Autobiography Baltic Blue
