No they weren't glazed up on mine when I took the discs off to replace them. Lots of dust and muck inside though. The "cog" seems to catch on the lower spring preventing it from turning.

Mine needs taking up a bit. Which way do you have to move the cog ? Push it upwards till it stops ?

When I did mine I had both wheels off the ground.

OK...Obtained axle stands earlier this week and have attempted, and aborted, adjusting the handbrake.

I tend to use the trolley jack with a flat wood block under the point where your stand is, when car is on the ground this is nice and "level". This allows to get the car to a height to get the axle stand under the jacking point for support.
