Looks like a simple repair for someone who can weld. It needs to come off to be done properly.

Alternatively, it looks simple enough to remake with some flatbar, which wouldn't require welding.

I think the welding element if the repair is not for a novice or well out of practice welder. Having said that I expect there might not be that much welding!

I imagine the rot is only at the bottom ...
