Yep it's gonna fail that. If fitted it has to work and you have to have some form of handbrake.

If not done already, it may be worth checking the condition of the parking brake shoes / pivots / adjusters / return springs etc and that the actuating cables are free to move at the pivot end.

Assuming the shoes still have enough material on them and the inner surface of the disc that they operate against is not heavily scored, it may just be a case of adjusting the shoes.
