I have isolated an irritating rattle from the left rear of my 2009 Vogue to the lower tailgate by wedging that with a small piece of rubber which cures the problem. Presumably some adjustment to the latch is required. Any advice prior to attempting that would be appreciated.

You need to slacken off the locking pin bolts on the bodywork and probably move the locking pin slightly to the rear of the car and try locking it again. I had the same as you and found the locking pin was too far forward and the lock simply didn't latch over it. Moving it to the rear allowed the lock to latch.
Conversely if the lock is definitely latching over the pin you need to move the locking pin slightly forwards to tighten things up a bit to stop the tailgate rattling.
It's one or the other.

Is it actually latched on both sides?

Sometimes with mine if I dont hold it in the middle to close it one side won't latch
