Yes, inside is on 22c and outside is -2c 2010MY TDV8 Vogue Nara bronze / Arabica, Ivory. VW Amarok 2013 180 auto

It is programmed not to blow air until it has reached temperature. Mine does the same...it's so you don't get even colder! |

I remember that as well what AB just said, it waits for sufficient warm air / coolant heat is available before starting the fan. Keep an eye on the engine temp vs. the starting of the fan in auto .
