Does hissing go away when in standard height or access height?

Matt, stick it up on high and gently lift the offending wheelarch up (put your backside against it and lift the wheelarch) if you get a louder hiss, its the bag... Be gentle though as your wings are alloy...

it wouldnt make it to high it doesnt even make it to standard height the hissing is very loud as soon as it starts to rise it past access mode

Sounds like a bag matt. Get some soapy water on it to prove. Use a trolley jack to get the offending corner to raise if needed.
