The counter argument to that is that 'it is the drivers responsibility to ensure the vehicle is safe to use on the road'.

I know they think that Russian Oil is different than Polish Oil, but it all comes out of the earth, and Big Oil says that oii is sustainable energy because the earth naturally regenerates the stuff. You can drive a modern diesel into a polluted area and it emits cleaner air than it takes in….. Filters are in fact so good that in certain circumstances, when the ambient air is already polluted, a diesel car will tend to extract more particles from the air than it emits.
