Viscous fan coupling, could be duff so builds the fan up slowly when running and hasn’t got the friction to slow it down on shut down. There is nothing that can't be fixed with a hammer😜😜

The other chaps could be on the right track with the FBH. It does sound a bit jet engine when running.

It is actually around the passenger side wheel arch, yes... Only for about 15 seconds maybe after turning the RR off
