we used maps.me on our ipad when we travelled to the french alps last year..worked well.. ... - .- -.

Depends what country you're in really - what works well in Europe, may not work well on your side of the pond |

Waze gets a very good review. I have it on a Samsung phone but haven't tried it as an iPad app. Having wifi only my iPad doesn't have inbuilt GPS

I'll give that a try, Weegee. Thx. I've also got the wifi only iPad, but I've got a little Elf gps plugin for it. |

I do however use it (paid, worldwide, lifetime) on my Galaxy Note and Galaxy S3 phone and it works very well for me. The only complaint is that I would like a better "next turn" in the Nav screen but it finds where I need to go very well in Singapore and Malaysia.
