I had 4 new tyres fitted to my Vogue SE TDV8, obviously as part of the fitting the wheels were balanced.

the sensors are attached to the valve if they are moving during the journey they they may put the ballence out it

Does it only happen when the tyres are cold?

There is a valve in the steering rack that sometimes goes bad, it is dependent on how fast you accellerate so can seem to be completely random as to when you get the bad vibrations:
