Please don't think I'm being condescending here, but could it simply be blocked washer jets?

All Xenon and Bi-Xenon lamps must be self-levelling and have a wash or wash/wipe system fitted.

I have the same problem. Only one wiper works, other stuck at 30 degrees, no water from jets. Pulling fuse 28 made no difference and did not reset the wonky wiper. Next job is to clear ECUs with a battery disconnect and terminal touch. If that doesn't sort it, then I'll be doing the same as you, testing and tracing.

Later models get a high pressure wash system.

Section 1.7 of MOT testers manual states that HID headlamps may have cleaning devices fitted, if fitted they must be operational. So if you remove the wipers, wiper motors and washer jets from the headlamps, they can't fail it.

I don't doubt it's on the test, but don't think I've ever seen a tester even open the flap! My Previous RR's!

I asked them about this as I was just going to remove them and they said the HID's MUST have the device and is a failure in its own right if they dont 2007 3.0L Diesel VW Touareg SE 2003 4.4 LPG, Vogue, Silver |

Agree it is a "must work" as opposed to anything else for HIDs on the MOT.
