The LED's are possibly the Daylight Running Lights and would need to have an ignition live circuit to them so they are on all the time, IIRC they then shut off when normal lights kick in but i could be wrong.

re the front, some older ranges had bi-xenon headlights which meant a piece of metal would clear the bulb when in high beam and come down for dip, the main halogens are for flashing and no use as mains as only 10 volts in fed to them... ....
