Hi, If you spin the disc against a screwdriver or chisel levered against the brake caliper most of that edge rust will flake off.
There isn't much of a lip on either the outer or inner edges from what I can see, however, you do have scoring so a stone or something has got itself trapped in the pads at some time, may not be there now though.
I'd say change the discs for sure, scrub the pads to ensure flat if they're recoverable and a lot of life left in them, but it would be better if you changed the discs and pads then you have peace of mind.
Me personally, I'd replace the discs and pads with a good brand like Pagid or Brembo. You can paint them when new in VHT enamel, (not the disc faces though) that will prolong the life from the rust, but although unsightly it doesn't pose an integrity problem to the disc itself.
