With engine off I got no apparent readings?

No problem - it sounds like the system may well be overcharged unless you're in a high 40's ambient, 10.3 bar is way too high for a 'resting' system as you can see below (1bar = ~14.5psi)

Ah, didn't know of the time difference - airflow through the condenser which is mounted in front of the coolant radiator, would show up as high coolant temperature and / or excessive cooling fan activity.
