I used the autel maxi Pro. Going to try someone else tomorrow and see what they can do.

After talking with a range rover specialist today and giving him the diagnostic code. He reckons a wire between the transfer box and ecu is broken. Looking for a wiring diagram now.

The connector contacts at the ecu (TCCU) can become corroded. I suggest that the connectors be inspected.
The TCCU is located near the brake m/c.
