I doubt it, I’ve owned my TD6 for 10 years now and haven’t had it done, bought her on approx 80k and now on 116k

I wonder if the valve is closed to the recirculating pipe and thus no recirculated gases have ever flowed through the egr, ie it has never actually worked properly at all.

I would just leave the blanking plate on but keep the egr valve just in case you ever need it if the mot regulations change to allow mot testers to check if it is fitted. Wouldn't surprise me if this happened, even if you had to present your car with the necessary covers removed to allow inspection.
