I don’t need to see 😀😀 there’s clearly something wrong with yours . However the std configuration is as described , bottom bulb is fog or sidelight dependent on signal from LCM , upper bulb is sidelight only - comes on when switch is at position 1 or 2 . The 2nd filament in middle bulb is not used - I checked on mine this morning when changing a number plate light bulb -

If yours has sidelight and fog light via the middle bulb , your wiring is modified or the LCM is screwed 4.2 SC - sold , now bought back
