I think you may be spot on with the voltage causing the problem. I had my battery on charge overnight, tried the heater and away it went. Battery is ok in every other respect, spins the engine over etc. BMW i3 Electric Car

Very pleased (and a bit surprised) to find that my FBH is now working! I think the new battery did it.

I stick my battery on charge at work every couple of weeks through winter to keep it topped up and keep the heater working , seems to do the trick for last 2 winters .
