The scuttle panel is the normal cause at that sort of speed, air under the bonnet comes up underneath the scuttle and cause the vibration.
When the windscreen is replaced the scuttle panel is glued (thin bead) to the windscreen to stop this happening, the correct glue to use is polyurethane flexible adhesive / sealer, but it should really be the fast drying version that the windscreen boys use, but forget that as it's an arm and a leg and the slow drying stuff is just as good!!
