Mines a lowley HSE and has a FBH - not sure if it was an 'extra' but it is there !

All the talk of FBH's and I never even bothered to check, I just assumed as a HSE it wouldn't have one, which knowing my luck it probably won't.

Not that I'd probably ever use it, if it's that cold I usually just leave it running to thaw out before I set off, and before anyone says about not safe/illegal etc., short of lifting it with a Chinook it isn't going anywhere.

Mine was down on power, turned out that the vacuum line to the turbo was perished, so the variable vanes weren't being actuated. Replaced lines, wow what a difference. Think it had been leaking for quite some time. I'd suggest you had a vacuum leak issue- perhaps not in the turbo line but elsewhere, dropping the overall vacuum.
