Steering column wont go forward or backwards, water ingress?

We had some heavy rain over the weekend and for some reason the rainwater has found its way through my car and started dripping from above my accelerator pedal.

At the same time my steering column has decided it will go up and down but not forward or backwards and when i get in the car it sounds like its trying and doesn't stop until i press it forward or backwards.

Anyone had any similar problems?

Water leak will 99% of the time be from the windscreen coming away from the shell at both top corners...

Steering column failure is very common, either broken motor or mechanism, mostly this bit if it's the mechanism...
