I agree with Craig. It is all based on average figures, the longer you drive without resetting, the more stable the reading is.
I very rarely reset my cons2 and that shows about 26mpg over a couple of '000 miles. I sometimes reset cons1 if I am going on a long trip to check consumption. That will change quite a bit until it settles on a figure after a dozen or so miles.
e.g. reset cons1 before the journey. As I am driving through town traffic it may show something like 12-14 mpg, this will increase to 26-28 mpg when I hit the motorways. At the end of the journey (including slow and fast moving traffic) it will probably have stabilised at about 27 mpg.
Here is something to try. When you are cruising on a motorway at a steady speed, reset cons1, after a mile or 2 it may show 30+mpg.

Interesting note: when I bought the car both readings were about 23mpg. So I assume the previous owner did a lot more town driving or towing than me. No longer FF owner but still interested. Present car Jaguar XE
