Raising tax/duty revenue seems fundamentally flawed, in that they want to price worst offenders off the road, (like the 2002 diesels into London,) but they still want the same money into the coffers. same with modern mpg figures, means less fuel-ups per car per year. Also, like the congestion charge,(in London) they want the revenue, and slowly increase it, but they don't want you to avoid paying it, ie NOT using your car. if they did they could just put it up to £50 or more! (currently £13 I think)

Working in London, especially, I do notice the rather high volume of older diesel cars that literally belch out soot with gay abandon.

It would be good for the government to take the blame/responsibility for the situation. Many people drive diesels because government taxes make them cheaper. Yes, diesels work great in articulated lorries and trains. In cars, most would prefer the petrol option if the running costs were the same.
