rear of the arch (near the bumper) will be almost certainly from the inside...

Yes, loads of threads on it, common problem, have a search there are a few solutions to protecting the arches once repaired. Mostly surface rust caused by stone damage. There is nothing that can't be fixed with a hammer😜😜

If you've clocked it before you buy the car, don't buy it unless they agree to fix it properly and a smart repair is no good because it will quickly return. As soon as the paintwork is properly dealt with, put a greased rubber strip on the arch to keep corrosion at bay.
