I was told by a friend that if you make a complant to the Environment people it usually goes against you if you sell your house.My friends wife worked for the County council and had something to do with them Environment people, was a few years ago though.

The Anti-social Behaviour Act 2003 amended the Noise Act 1996 and enables local authorities in England and Wales to tackle night time noise emitted from dwellings and gardens between the hours of 11.00 pm and 7.00 am. To enforce these powers local authorities must ensure that an environmental health officer takes reasonable steps to investigate complaints about noise emitted from dwellings. If the officer is satisfied that noise exceeds the permitted level, a warning notice may be served on the person responsible. If the warning is ignored, the offender becomes liable for prosecution (which if successful carries a fine of up to £1000. However the local authority officer may issue a fixed penalty notice (which must be paid within 14 days and in which case no further action will be taken). Where the noise being complained about continues after a warning notice has been issued, the local authority officer may enter the dwelling and confiscate the noise making equipment (obstructing confiscation carries a fine of up to £1000). (In Scotland similar action can be taken under the Anti-Social Behaviour (Noise Control) (Scotland) Regulations 2005.)

Our house is detached, yet our neighbour has room between our houses to park 3 cars

He used to drink , and come home late and sit in his cars revving.
I text him a few times and said please can he stop as he was waking kids up (and us!)

He no longer drinks, so guess what ! He goes to bed early, and starts his cars at 7am !
Even on the weekend Big Cry

Selection of old fords with "sporty" exhausts and a Ferrari 430.
Why he thinks leaving them ticking over for 20 mins or more is a good idea , who knows ! Alcohol and eBay is never a good mix

As Welshdragon has already said, be careful reporting it to the council as its recorded (you usually have to give your details for them to do anything, and they may visit you first).

If you ever have to sell, you MUST declare any neighbour disputes to the purchaser, as a failure to disclose anything that later comes to light, could lead you into a compensation claim for devaluation. Same goes for police complaints.
