I don't think there is anything wrong, it's just the noise it makes as it pumps.

Definitely sounds like the FBH fuel pump, perfectly normal and nothing to worry about |

Ditto, its the fbh pump, totally normal, will stop when thr weather is warmer and the fbh is not in use.

The fbh is a separate heater located under the battery tray/behind the front wing. it was fitted as standard on 08my tdv8 cars so your car should have it. It will operate in various conditions, these are in the wiki for reference, it should not have anything to do with you steering wheel element. But ticking coming from the rear door area is a separate fuel pump pumping diesel to the heater which it then burns to heat the water in the cooling system and into the cabin heater matrix.

Yes it pumps the diesel to the heater.
