Just go and face him man to man and ask him what exactly he wants you to do and why. Engage in conversation and see his point of view, then reason with him your point of view. It's tempting to punch his lights out but that and any similar action will only escalate the problem, and as others have stated could involve your FFRR and or property getting damaged.
Hope you sort it out, these things can take over your life.

I have spoken to him calmly and nicely a couple of times - but sadly, when he see's he's getting nowhere he calls me a w....r and runs away (or drives off)...

He's actually got a lot newer car than mine (both him and his wife) company cars...

Last night I marked out with chalk from the junction for 10 metres (as per a suggestion on here) and this morning - no note!

One swallow, however, a summer does not make!

I'm not keen on roughing him up really - I have to have a clean criminal record for a start for my job - and a record for A/GBH would not be great - and might not help with my security clearance either!

Heh - sadly my job isn't (generally) working with the police - much more mundane - otherwise I am sure dealing with said pest would be so much easier!
