So, after testing it appears I have no power on the dip beam wire.

On a 2002 it'll be BMW electronics. The BMW light control module or LCM maintains a series of counters for short circuits, bulb failures and so on. If the counters reach a certain threshold the LCM disables the power feed to the circuit or circuits affected. The counters can only be reset using diagnostics, which on a BMW would be done with Tool32 from the BMW Standard Tools.
