Headlight turbidity (hope that's the right word)

I've polished headlights on the outside before to remove rash, chips, etc. But it's the first time I've come across something that I can only describe as an area of turbidity on the inside. Only have it on the driver's (left) side headlight.

Has anyone encountered this before? Any ideas on what to do with this?
