From what you describe I think you need to set the direction of the headlights manually to bring the level of each down.

@nicedayforit - thanks for the reply, will have a look at setting them manually. As the (headlight levelling) ecu only makes minor adjustments can it be simply unplugged or would that make the main LCM (light check module) throw a wobbly |

It could create a fault with the LCM yes, but... 99.5% of systems don’t work from factory on pre 05 cars anyhow! So as suggested above, it sounds like your lights are simply poorly adjusted sir... |

As above, I would be inclined to do nothing as regards the ecu, chances are the self leveling is not working anyway.
