It looks as if they're adding even more weasel words to their legal agreements and here's yet another reason to ensure you fund it with a credit card, not a debit card. At least that way you're protected under the Consumer Credit Act.

Interesting, so they have to get the cash back from the seller before the buyer gets their cash back?

It used to be that Paypal would refund first. Now someone can sell you a high value item, close their account, and get away with your cash and you have no way of getting your money!

Not quite what it says......

There was apparently a scam where it was possible to get a refund for an item from PayPal, then also reverse the original payment transaction to PayPal - so you got your money back twice.

I think that is all this is saying - if funds haven't cleared for the original transaction, you can't have a refund until the do.
