Sounds like a leak in the high pressure system between turbo and engine inlet manifold. I have had similar problems, now fixed by replacing intercooler. There was very little power at startup much of the time; also occasionally at high engine load, for example when towing uphill at high speed. In my case, it was clear once I got the old intercooler out that it had expanded (popped?) and wasn't holding any sort of air pressure. Biggest give-away symptom of this leak was an oil leak at the front of the engine below the radiator, dripping off the electric fan shroud. Others have heard a whilsting sound with engine revs at c.2000rpm but I think mine had failed so badly it didn't do this!

Of course, it could be that the leak is somewhere else in the system which might be easier to fix, a pipe leaking perhaps or possibly a clip having popped off. The metal part of the pipe from intercooler to inlet manifold on mine had rubbed against rubber hose on mine; I can believe this might wear through in extereme cases and would cause these symptoms. The intermittent problems, though, are reminiscent of my issues. Since replacing my intercooler last weekend, I have solved this problem and the car feels completely different - much more power than before.
Personally, I'd be taking the engine undertray off to get to see what's going on, closely followed by taking off the front bumper to have a good look at the intercooler.
Pray it's not the turbo itself; that way lies significant $ or £.
