Have you checked the PAS fluid level? If it's low it will struggle. If it's low, look for leaks, the engine undertray often hides leaks by catching drips.

If level is fine, there may be a blockage or something more sinister? Anyone? Discovery 4 HSE

Also tyre pressures can make a big difference.

Good point, also, I presume the PAS is belt driven from the engine so maybe the belt is slipping/worn?

Can anyone confirm?

I'll check the Workshop manual and see what it says. Discovery 4 HSE

Could be this......

I recently had my FFRR serviced a while back by a specialist who noticed that the power steering had a leak from the steering rack input shaft seal and mentioned that there should be no problem with the dealers identifying or correcting this under warranty.

I never got round to taking it into the dealers, however over the over the last couple of months the steering was getting harder generally whenever you turn the steering wheel. Eventually, I had the steering rack replaced last week under warranty at Lookers - Park Royal - London (fullfatrr.com site sponsors) and it has made a very big difference - silky smooth!!
