With the key in or out the result is the same. Also the key doesn't seem to lock anything or could it be the towball has to be engaged before this happens? |

The wheel has to be 'cocked' before it will engage. Turn it round until it locks in place, then push into the receiver. I can't remember if you have to pull it out at the same time as turning it but no doubt someone else will remember. |
