No crank/Code P1674 immobilisation ECU interface fault

I checked all fuses in the glove box and trunk. Checked for water inside the vehicle and everything looked dry. This is the only code I get when scanning the DME. There's no power being sent to the starter. New battery and good contacts. The key was replaced by the customer and it looks like they swapped the immobilizer chip over but I'm at a loss. I'm afraid to order a new key and it doesn't work. Appreciate any help! Edit: I also can't talk to the immobilizer or BCU modules.
