Blocked intercooler

My 2013 L405 had this blocking plate in from of the right hand side intercooler. Anyone know why it's there and can I remove it to increase flow trough it?

And.. It's worth cleaning the intercoolers. Mine where really dirty and that must be killing the IC efficiency.
