What's this part for?

So I noticed in the diagram below 16B550 on my car and it's rusted to Censored .

Like crispy.

Do I actually need it for the mudflaps etc etc or is it just for side steps? Its actually a sport Sad

Not anymore, 4.4 TDV8 now Very Happy
