Looks very suspiciously that the previous owner(s) may have put spot lights on the bumper or maybe an led light bar. Maybe an ex farmers car or someone that did a fair bit of off roading. Just a guess really considering where the holes are.

An LED light bar and extra lights on top?

Are there further holes on the steel bar behind the number plate? Maybe a winch?

No, there's no other alterations except those, seems a bit strange to be butchering the bumper but, ah well!!

The cheaper one looks like it probably needs painting anyway. Might be better to get a better condition bumper and then have your chosen body shop paint it for you

I've got the "A" bar fitted to my 03 RR and the "hole(s)" are a LOT bigger.
I was considering leaving the bar off, but when I took it off and saw the holes that were in the bumper,I put the bar back on.
Cant give you an answer about your small holes tho, maybe for an extra aerial or light?
