Who owns land, has it sold recently?

The land next to me has been unused for a few years (previously there were horses on it). This weekend, a flurry of activity with land being cleared by diggers. No planning permission or anything to see what’s going on - how can I find out who owns it and if it changed hands recently?

I’ll give them a call tomorrow. I’ve checked the website but may well have missed something. I’m not certain the groundworks underway would require planning (though future development would)

There is a lot of fraud going on with the Land Registry see extract below from press.

Millions are at risk of their homes being sold under their noses as property title frauds rise.

Official figures showed 99pc of property owners have not signed up to vital safeguards which help to protect their homes from crime, despite a rising tide of scams recorded during the pandemic property boom.

Only around a quarter of a million of Britain’s 29 million homes are registered with the Land Registry’s anti-fraud “property alert service”, launched in 2014, figures obtained by this newspaper show.

Users of the free service are notified when local authority searches are carried out on their property, an indicator a conveyancer is preparing the home for sale. If the owner does not recognise the activity, it flags that a fraud is being carried out.

In August, a man from Luton returned after working away to discover his house had been sold without his consent and all his furniture had disappeared. He arrived home following a call from concerned neighbours that someone was in his house, where he was met with the new owner of the property, also a victim of the scam. A criminal gang had stolen the true owner’s identity, making off with the profits.

weekend working constructing hard standing sounds like the work of a very specific community...... Has a static caravan and separate toilet block/ wash room arrived yet?

Get on the phone to your local council planning team and ask them, anything that has been applied for and authorised is in the public domain.

Any construction works including the felling of trees needs to be permitted by the council. There's no permitted development rights on a green or brownfield site. Christian.

As above any form of earth moving is classed as an engineering operation, even if its drainage, roads or bunds they still need permission from the Local Planning Authority.

Only thing is the Land Registry Website takes a while to update records so could be 3-6 months before a change of ownership throws up but worth checking.

I admire your faith in the local planning authority. My 30 years experience tells me they will move heaven on earth if you build 200mm taller or 300mm longer than you should or your neighbour is a Councillor. Do something drastic or potentially confrontational they will be nowhere to one seen.

'Not expedient to pursue' is the phrase I have heard loads of times - I've been on both sides of the fence.

The route to go is
1. Council Website 'search for planning application'. If its a plot of land this may be a challenge unless an application is registered under Northings and Eastings. Try 'rear of' or 'adjacent to' in the address field.
2. Planning enforcement team (not planning officers - don't waste your time)
3. Head of Planning service (because the planing enforcement team will take ages to do anything)
4. Councillor (ditto)
5. MP (because Cllr will only really try near election time)
6. Ombudsman might get somewhere if the LPA have failed to act properly (by now the mini city in the green belt is built and occupied)
7. Magistates Court - got plenty of cash?
8. High Court- Got plenty more? not exactly tailored to the small man seeking justice.
9. House of Lords
10.Grave.

Yes I'm pessimistic but yes I've been working in this area for a bit!
