I did just find an odd side effect of when my new key was programmed.

My car is set to required two presses on the unlock button to unlock all the doors and tailgate (I think this is easy entry disabled).

The original key worked fine, but the new key would not unlock the tailgate.

It would appear that the new key was in valet mode, but this was not enabled on the car.

To fix it, I unlocked the car with the new key, enabled then disabled valet mode, and now the key is working fine.

Strange...

Rick,

"Easy Entry / Exit" is a menu option enabling the steering wheel to retract (reach) and lift (rake) automatically to facilitate driver entry and similarly when leaving the vehicle. Non-switchable on the early cars, disabling was a dealer operation, although I would assume owners of Gap IID tools would be able to do this.

Implementation varies with model year. With the electric steering column being a complex assembly and prone to failure over time, later cars (L322) sacrificed automatic retraction in favour of the driver's seat automatically sliding back and down. The wheel would still lift however.

Operation on later cars is dependent on current steering wheel / seat position settings being among those assigned to one of the three seat memory buttons. Eg. if you change seat position without saving, "Easy Entry / Exit" will stop working. Not sure if this applies to early cars mind - if it does, then could serve as a user workaround to disable the feature.

I think the option you're perhaps thinking of is "2 Stage Locking". First press unlocks the driver's door, second unlocks remaining doors including the tailgate. This is menu switchable although possibly only on later cars.

Keys/keyfobs for all iterations of the L322 had a separate button to "pop" the tailgate independently.

Ahem, yes, still getting used to the Range Rover settings and options.

I read the owners manual again and checked the settings and found the easy exit settings and the unlock settings.
