Doing transactions online with the DVLA are all automated so the V5 is issued in a few days (change of keeper and do straight forward plate transfers) - but anything which has a paper application- eg sending in a V5 for change of keeper, plate transfers which need paperwork sent, applying for a new V5 etc - they have all been held since lockdown and are only now starting to be processed so there will be a big delay. Unfortunately these are not straightforward. I am getting them without a Logbook so DVLA needs to check the cars are not stolen before issuing a new one. Current cars

Where do you get them? Do you launder them for drug dealers or something?

Laundered for the Police They steal them from unworthies and auction them off. The Police don't provide a logbook presumably because they aquire them at the side of the road and most people leave them at home.
