Changing IIS settings on a web server you are connecting through is much the same as chain-sawing through the branch you are standing on.

Is the Web Server service running? Application Pool and the website (in IIS) running? They're usually the main culprits. Service Unavailable usually occurs when something isn't running

I changed the service account that IIS ran under. Whilst trying to sort a .net connection to sqlserverexpress error I was getting.
