2009 Range Rover Vogue SE TDV8 Santorini Black

Noise on switching off hit or cold

My tdv8 2009 makes a series of whines on switching off from hot or cold “ urgi urgi urgi” seems to come from what I think is the water pump - see attached any body know if a problem?

To be the offending item but don’t know what it is and why it would make a noise after switching kff

Anyone recognise the item in the photo that seems to be making 3 consecutive urgh urgh urgh just after engine is switched off- no performance issues noted
