Animal, vegetable or mineral?

Evening All,
I have a picture quiz that I was hoping someone might be able to help with. I am trying to identify the item ringed in red on the attached photo. It lies under a host of wires and pipes and seems to have a metal cover over it. I ask because mine is making a noise like a bag of budgies and I'm pretty sure it shouldn't be!
All help appreciated. In case the picture isn't clear, it's on the top of the engine, front n/s adjacent to the fuel filter, but attached to the motor, not the body.

You may have to strip it down a bit to get a better view?
It is not a big job to remove the NS air filter box and see if that reveals any clues?

The belt tensioner is known to get noisy, and noise can travel by vibration in funny ways. G reg 2.5VM Vogue Portofino red 1991- 1999

more clues

Having a closer look through the workshop manual, it seems that it might be the fuel pump? Does that make sense and is there a known problem - or maybe just a bad batch of diesel? I've recently replaced the oil cooler after failed gasket...oil in water...nasty smell etc, could there be any connection?
