Those look like the stepper motors which control the various mixer flaps which mix hot and cold and direct air to the various vents in the car.
Is it only one of them that clicks loudly? if so, then it may be faulty, or the control system is trying to move it beyond the limit of whichever flap it controls. Try unplugging the connector first as that will at least confirm which one is making the noise.
Following that, if possible, remove it and see what its doing when you switch temperatures or air flow. You should see the spindle in the middle move.
