-When on low beam the hid's are on with the shutter down

-When on high beam the hid's are on with the shutter up and the halogens will be on as well.

So high beam is consisted by both hid with shutter up and halogen bulbs

I think that describes it perfectly. The shutter just allows a bit more of the HID beam out. The shutter doesn't deflect the low beam - that pattern will remain.
If it is replacement bulbs you are after...you want H7 halogens and D3S Xenon bulbs, not bi-Xenons where the shutter is contained within the bulb.

On my MY11, I did the test as suggested by Stan. I wasn't overwhelmed by the increased amount of beam let out by the shutter. In terms of the overall light output on main beam, the XIDs still light up the road immediately in front exactly as they would on dipped beam, and contribute to the halogens which project light further into the distance.

Maybe my shutters are not opening properly, but the basic principle of what you say I agree with.
